Da FEBEM para a Fundação CASA: história, memórias documentadas e custo atual

Abstract

The general objective of this Thesis is to “Investigate the history of FEBEM/Fundação CASA and the costs of Fundação CASA in the period from 2018 to 2022”. Specifically, and operationally, it sought to: 1) Carry out a survey and bibliographic review on the proposed theme; 2) Know and analyze the history of FEBEM/Fundação CASA; 3) Collect data on adolescents served in the period from 2018 to 2022 in the state of São Paulo; 4) Collect the costs of CASA’s Itaquera and Bom Retiro, in the years 2018 to 2022; and 5) Verify whether there is transparency in the application of public resources from the Fundação CASA and the Service Centers. To achieve the proposed objectives, the methodology used was qualitative in nature, through bibliographic, documentary, descriptive and single case research. The study pointed out that the transition between FEBEM-SP and Fundação CASA was extremely necessary, mainly to modify and reorganize the care provided to adolescents who are attributed with committing criminal acts, with the aim of complying with guidelines and regulations such as the Statute of Children and Adolescents (1990) and SINASE (2012). Through studies, it was found that the monthly cost of a teenager at CASA Itaquera was: R$ 11,656.28, in 2018, falling to R$ 11,603.94, in 2019, and gradually increasing in the following years, reaching a total of R$ 13,756.76, in 2020, followed by R$ 16,932.81, in 2021, and, in 2022, reaching the value of R$ 23,554.08. At CASA Bom Retiro, the monthly cost for teenagers was R$11,294.30 in 2018, followed by a tiny increase in 2019, representing a total of R$11,799.58, and in the following years there were increases, with the monthly cost in 2020 being R$19,751.15, in 2021 it was R$20,543.49, and in 2022 it was R$23,320.66. However, this Thesis did not aim to identify and signal whether the monthly cost of adolescents serving Socio-Educational Measures is considered high or not to the public coffers, as it is understood that measuring the cost of the life of an adolescent deprived of liberty is complex, and should not be reduced to a monetary value, given that investments, or lack thereof, will have a direct impact on their lives, as well as on the work carried out by each professional in Socio-Educational Policy
