Assistência social: eixos estruturantes da rede socioassistencial

Abstract

The present study will analyze the configuration of strategies for a working in the area of public politics for social assistance, named social assistance network, starting from the observation that network action resource is a recent and multidimensional phenomenon, adopted in different fields and in social politics, coincident with the possible transfer of state direction into initiatives organized by civil society. Brazilian social assistance was developed through philanthropy, sustained by pillars of aid and charity, under the complaisant and convenient State eyes, that ther privileges the adoption of bureaucratic- legal mechanisms than a sharing participation. The transition from aid stigma to a consolidation as social security politic constitute the major challenge for Brazilian social assistance on the present century turn over. An offered possibility will be to adopt a social assistance network strategy at local sphere, consisting of two integrate approaching levels (intra/intergovernmental and inter/organizational), and supported by the following structural axes: precise definition of assistance securities, their respective cover standards and attention levels, survival strategies (financing), social commitment and citizenship. The empirical analysis was founded over the results of a Research about Socioassistance Protection Network of São Paulo City, realized by the Nucleus of Studies and Research about Security and Social Assistance - NEPSAS of PUC/SP in 1997. The objective of the attempted reflection was to ascertain whether the action developed by private assistance organizations of São Paulo means a close or distant network exercise aimed at increasing security and social rights. Such philanthropic spot presents partial indicators that point toward that direction, and may raise its potentialities through an engagement to empower it with the governmental manager. The public space of Municipal Council of Social Assistance may assemble the conditions for such process, restate the primacy of state responsibility re-created under a new institutional network culture
